The Buildings We Need Are Already Designed. They Just Aren’t Being Built

There is a strange thing about the housing debate that never gets enough attention: we already know how to build the buildings we need. The designs exist. The materials exist. The money exists. What is missing is the will and the machinery to actually get them built in a reasonable time.

Walk through the numbers and the picture becomes uncomfortable clear.

The permission bottleneck

In many countries, the single biggest delay in construction is not engineering. It is permission. From the moment a developer files an application to the day foundations are poured, years can pass.

In the United Kingdom, the average time from planning application to approval runs many months, and appeals add more. In parts of the United States, a new housing project can sit in the approval pipeline for two years or more. In Germany, building permits have been a known pain point for a decade.

The strange part is that nobody defends this system. Developers complain, local governments complain, residents complain. Yet the system stays, because changing it means touching something people are afraid of: control over what gets built where.

Labor is the quieter constraint

Even when approval comes through, the next wall appears: there are not enough skilled workers to build.

Across Europe and North America, construction labor has been shrinking for years. Young people were pushed toward university degrees and away from trades. The result is an aging workforce and a widening gap between the houses people need and the houses that can be built.

This is not a mystery requiring a breakthrough. It is a supply problem with a known solution: train more people, pay them well, and treat construction as a career rather than a fallback. Countries that did this decades ago, like parts of Scandinavia, have a noticeably healthier building industry.

Materials are not the problem

Contrary to what the headlines suggest, materials are rarely the binding constraint. Steel, concrete, timber, glass — production is at record levels almost everywhere.

What does occasionally bite is logistics and price volatility. But these are cyclical, not structural. You do not solve a housing shortage by waiting for cheaper lumber.

The deeper point is that when a project is delayed for years in planning, the cost of that delay compounds. Land prices rise, financing costs pile up, and the final homes become more expensive than they needed to be. The permission system is not neutral. It quietly adds thousands to the price of every unit.

The affordability myth

There is a widespread belief that high home prices are caused by greedy developers and speculation. There is some truth in that — speculation is real — but it is a symptom, not the cause.

The cause is supply. When a city needs 50,000 new homes a year and receives 20,000, prices will rise no matter how well-intentioned everyone is. You cannot regulate your way out of a shortage; you can only build your way out.

Cities that loosened zoning and sped up approvals — Tokyo is the most cited example — have kept housing markedly more affordable than peer cities. Tokyo’s approach is not radical; it is just faster. Applications are processed quickly, zoning is simpler, and as a result housing supply actually tracks demand.

What Tokyo proves

Tokyo is the case study everyone cites, and for good reason. Despite being one of the largest metropolitan areas on Earth, its housing has stayed relatively affordable for decades.

The reason is not magic. It is volume. Tokyo builds an enormous number of homes every year — far more per capita than most Western cities — and the result is that prices, while not cheap, have not spiraled out of control.

The lesson for other cities is uncomfortable but simple: if you want affordable housing, you have to allow housing to be built. Every month of delay, every veto, every layer of review has a cost, and that cost is paid by renters and buyers.

Retrofitting is the other half

The conversation tends to focus on new builds, but a large share of the built environment we will use in 2040 already exists today. Retrofitting — upgrading insulation, replacing heating systems, adapting offices into homes — is often faster and greener than demolition.

Energy efficiency upgrades are especially pressing. Across Europe, the building stock is old and leaky, and governments are pushing renovation targets. But retrofits face the same constraints as new builds: skilled labor, funding, and a permitting system that treats renovation almost like construction from scratch.

Simplified permitting for retrofits would unlock a lot of supply that is currently stuck. An empty office building is, in many cities, a home waiting to happen.

Industrialized construction is getting real

One genuinely new development is the slow rise of industrialized construction — building homes in factories and assembling them on site.

Prefabricated and modular construction has been promised for decades and has often disappointed. But the economics have shifted. With labor scarce and timelines long, factory-built housing cuts both: less on-site labor and dramatically shorter build times.

Several European countries have started using modular methods at meaningful scale, and the results are being measured not in pilot projects but in delivered homes. It is not a silver bullet — transport, quality control, and local acceptance all matter — but it is the most credible path to building faster that has emerged in years.

The uncomfortable conclusion

Put it all together and the picture is stark. We have the designs, the materials, the money, and increasingly the methods. What we do not have is a system that lets them work.

Permission takes too long. Labor is too scarce. Retrofits are too hard. And every one of these delays is paid for by the people at the bottom of the market.

This is not a technological problem. It is a political and organizational one, and it will not be solved by waiting for a better material or a cleverer algorithm.

The buildings we need are already designed. The question is whether the systems that surround construction will ever let them be built. Until they do, the shortage is not a forecast — it is a choice.
